Distribution of Desalinated and Purified Water
Establishment and operation of facilities, networks, and tanks—within a defined geographical scope—for distributing water to consumers for urban or industrial use. This includes the wholesale purchase of desalinated and purified water and pumping potable water through integrated plants. It does not include the distribution or retail sale of treated water.
Wastewater Treatment
Establishment and operation of location-specific wastewater treatment plants, and wholesale sale of treated water produced from the plant. This does not include the establishment and operation of industrial wastewater treatment plants or private or integrated treatment plants.

Establishment and operation of facilities, pipelines, networks, and tanks—within a defined geographical scope—for transporting treated wastewater and distributing it to consumers. This includes the wholesale purchase of treated wastewater (domestic or industrial). It does not include the transportation and distribution of desalinated or purified water.
